The mileage reimbursement rate would increase to 41.5 cents a mile for veterans traveling to Veterans Affairs Department medical centers under a compromise reached by House and Senate appropriators.

The increase from the current rate of 28.5 cents a mile is part of a $72.9 billion fiscal 2009 military construction and veterans affairs spending bill that lawmakers are hoping to pass this week.

The compromise also provides for increasing enrollment of Priority 8 veterans in VA health care. These are the lowest-priority veterans for VA care, those with medical conditions that are not service-connected and who have at least moderate incomes. It is estimated that about half of all uninsured veterans are Priority 8 veterans, who have not been allowed to enroll since 2003 as part of an effort to cut costs.

Among other things, the bill adds:

• About 2,000 claims processors to reduce a large backlog of benefits claims and the processing time for new claims.

• $3.8 billion for specialty mental health care and $584 million for substance abuse programs.

• $200 million for fee-based services to improve access to care where VA facilities are not available.

• $250 million for an initiative to improve access to health care for veterans in rural areas.

• $25 billion for military construction, $649 million more than the administration requested. Included is $5.5 billion to fund military construction and family housing as the Army, the Marine Corps and National Guard and Reserve increase in size.

• $122 million for three new trainee and recruit facilities and $111 million for military medical construction to upgrade substandard treatment facilities

PTSD leaves physical footprints on the brain

At a recent conference for some of the area's leading neurologists, San Francisco physicist Norbert Schuff captured his colleagues' attention when he presented colorful brain images of U.S. soldiers who had returned from Iraq and Afghanistan and were diagnosed with post-traumatic stress disorder.

The yellow areas, Schuff explained during his presentation at the city's Veterans Affairs Medical Center, showed where the hippocampus, which plays major roles in short-term memory and emotions, had atrophied. The red swatches marked hyperfusion - increased blood flow - in the prefrontal cortex, the region responsible for conflict resolution and decision-making. Compared with a soldier without the affliction, the PTSD brain had lost 5 to 10 percent of its gray matter volume, indicating yet more neuron damage.

Schuff, who was dressed in a Hawaiian shirt just as colorful as the brain images he'd brought, reminded his colleagues that while his findings were preliminary and the trials ongoing, researchers were at least inching closer to finding the biological markers that distinguish a brain affected by PTSD. As the technology of brain imaging improves and the resulting data are refined, doctors believe that one day they will be able to look at a computer screen and see PTSD as clearly as they now see a brain tumor.

"But we're still in the infancy of neuroimaging, " Schuff cautioned later in his office. "Do you get PTSD because you have a small hippocampus? Or does a small hippocampus mean you'll develop PTSD? That, we still don't know."

Schuff's research is at the forefront of a bold push by the Department of Defense to address PTSD, the psychological disorder that will haunt an estimated 30 percent of the veterans returning from the current two wars, according to the Pentagon. Forty thousand veterans from Iraq and Afghanistan, Pentagon officials say, have already been diagnosed with PTSD, which is defined as an anxiety disorder triggered by exposure to traumatic events; symptoms can include nightmares, flashbacks and panic attacks.

Left untreated, clinicians say, patients with PTSD are more likely to engage in anti-social behaviors such as alcohol and drug abuse. The disorder, neurologists are now learning, can also lead to long-term maladies, such as Alzheimer's and dementia.

House Approves Four Veterans’ Bills
 
Washington, D.C. — In a late evening session on Thursday, the House of Representatives approved four veterans’ bills by voice vote. The following bills now await action by the Senate:
 
H.R. 674 would permanently establish the Advisory Committee on Minority Veterans (ACMV), which is set to expire December 31, 2009. The ACMV was established by Public Law 103-446, and is comprised of veterans who represent their respective minority groups, and are recognized authorities in fields pertinent to their needs. The ACMV’s goal is to: promote the use of Department of Veterans Affairs (VA) programs, benefits, and services by minority veterans; make benefits20and services more accessible to minority veterans; and, make recommendations on how VA can better serve minority veterans.
 
H.R. 4255, as amended, the United States Olympic Committee Paralympic Act of 2008, would authorize VA to make a grant to the U.S. Olympic Committee (USOC) to plan, develop, and implement the Paralympic Program for veterans and members of the Armed Forces.
 
“I am pleased with this bill and the bi-partisan manner in which it moved forward through the Committee,” Ranking Member Steve Buyer (R-Ind.) said. “I am especially pleased that it contains several provisions from my bill, H.R. 1370, the Disabled Veterans Sports and Special Events Promotion Act of 2007. In 2005, VA and the U.S. Olympic Committee agreed to a joint effort to increase disabled veterans’ participation in sports activities. These heroes draw inspiration from the therapeutic outlet offered by sports, and we owe it to them to provide alternative avenues of rehabilitation from their injuries. I am delighted that eleven disabled veterans will participate in the U.S. Paralympics in Beijing, and hope this is the beginning of larger participation in future games.”
 
H.R. 6221, as amended, the Veteran Owned Small Business Protection and Clarification Act of 2008, was introduced by the Subcommittee on Economic Opportunity Ranking Member, John Boozman (R-Ark.). The bill would require VA to comply with the contracting goals and preferences for small business concerns owned or controlled by veterans. It would also require the VA to conduct a five-year pilot program on work-study programs for veterans, and authorize $60 million in fiscal years 2009 through 2018 to create the Military Occupational Specialty Transition program, a modernized version of the Service Members’ Occupational Conversion and Training Act.

 

H.R. 6225, as amended, the Injunctive Relief for Veterans Act of 2008, would improve upon existing Uniformed Services Employment and Reemployment Rights Act (USERRA) and Service member's Civil Relief Act (SCRA) protections for military service members and their spouses. More specifically, it would require judges to give a preliminary hearing to veterans seeking to regain jobs lost due to deployment. Current law makes such hearings optional when a veteran seeks injunctive relief. The bill would also require colleges and universities to provide refunds on tuition and fees for students who are called up for active duty, and it would allow such students to reenter the institution at the same academic status that was held at the time of activation.
